At present, contrary developments are visible in Austrian health policy. On the one hand, further centralization is being sought in the area of social security, for example, while at the same time weakening the social partners, which have social insurance contributions. Astonishingly enough, public health advocacy groups are not involved in the state planning of this ever-growing labor-intensive service sector, although problems have been known for many years with burdensome working conditions, low occupational attractiveness and below-average pay for many professionals, and a serious shortage of staff endangered in various areas (waiting time for elective interventions, non-occupancy of posts, lack of occupational physicians, lack of nursing staff in hospitals, nursing homes and mobile services).

On the other hand, an expansion of market-based services in the health and care sector is permitted. Naturally, this development in the "free markets" evades state or social partnership responsibility, and the resulting desolidarization leads to a deepening of the problems of multi-class medicine, in particular to the systematic undersupply of socio-economically disadvantaged sections of the population.This and other public health perspectives must inevitably Calling on the social partners and the health professional representatives to decisively counter these developments Can and should they continue to do so in the future under changed political conditions and rules of the game?
